Medicare's "Big 8"
Medicare has decided to disallow incremental payments associated with eight secondary conditions that it sees as preventable complications of medical care. These conditions, if not present at the time of admission, will no longer be taken into account in calculating payments to hospitals after October 1, 2008. Preventing patient falls and related injuries in acute care settings has been an elusive goal for many hospitals. Falls are a high-risk and high-cost problem (human and fiscal) for all healthcare facilities. An estimated 30% of hospital-based falls result in serious injury (Stevens, 2004). Several factors have contributed to the complexity of sustaining true fall reduction and the avoidance of harm and injuries. An aging population, rising patient acuity, nurse shortages, and an inefficient work environment for caregivers can make any process improvement a challenge. FDA Issues Bedrail Entrapment Guidelines, March 10, 2006
Carroll Hospital Group, a leading manufacturer of hospital beds, meets the U.S. Food and Drug Administration (FDA) final guidance on hospital bed entrapment entitled, "Hospital Bed System Dimensional and Assessment Guidance to Reduce Entrapment". This guidance was posted on the FDA website on March 10, 2006. A copy of he FDA "Hospital Bed System Dimensional and Assessment Guidance to Reduce Entrapment” is available for download at http://www.fda.gov/cdrh/beds/.

The FDA guidance is designed to reduce the occurrence of hospital bed entrapments. It identifies special issues associated with hospital bed systems and provides design recommendations for manufacturers of new hospital beds and suggestions for health care facilities on ways to assess existing beds. The guidance was prepared using input from both government and private sector groups. Carroll Hospital Group has been as active participating member of the FDA’s Hospital Bed Safety Workgroup (HBSW) since its inception in 1999.

All Carroll Hospital Group beds manufactured today meet the FDA guidelines. The company does stress that healthcare providers should be aware that the entire bed system must adhere to the FDA guidance. This means that mattress size, mattress wear, damaged rails, replacement rails, or modifications to the original bed can affect whether the bed is in compliance. All facilities unsure about the compliance of their beds, should contact the manufacturer directly. JCAHO Announces 2008 Patient Safety Goals
According to the Joint Commission's National Patient Safety Goals for 2008, hospitals are required to "Implement a Fall Reduction Program" and evaluate its effectiveness.
Several of the country's leading authorities on patient safety, including the VA, HBSW, and JCAHO itself have all cited 'low beds' as a top strategy in the reduction of patient fall injuries.

Health Canada Issues Warning for Electric Bed Foot Switches
In response to reported incidents of injuries and deaths, Health Canada has issued a notice to hospitals regarding beds that can be raised or lowered through the use of a foot pedal. The incidents have occurred primarily when disoriented patients fall to the floor and accidentally activate the foot pedal, causing the bed to lower and crush the patient.
